He’s not weak. He’s just holding back; he doesn’t want to go back to being big bad Kratos, coz he knows if he does, he’ll just destroy Midgard like he destroyed Greece. Kratos isn’t weak, he just look weary. Back then he had only one goal and that is “killing all the gods”.
