If you are an enemy of the Institute he will attack you. Also he becomes hostile if you destroy any of his defenses. The serum he wants is tied to a quest line and can be found in the Institute. Beware that you cant finish that questline if you destroy the Institute since he will attack you.5 Dec 2015
